Meta Ads Budget in Pakistan: How Much to Spend

“How much should I spend on Facebook and Instagram ads?” The right answer comes from your own numbers, not a guess. This guide shows Pakistani brands how to calculate a Meta ads budget that makes sense.

Meta ads budget in Pakistan: an ads performance dashboard on a laptop

Your Meta ads budget should be built backwards from your profit per order, then sized so Meta gets enough purchases to learn. Too little budget is not “safe”, it is often wasted.

Start with your break-even cost per order: the most you can pay for one order and still not lose money

Meta’s learning phase needs roughly 50 optimisation events in a week for an ad set to stabilise

A testing budget finds winners; a scaling budget grows them. Do not mix the two

Increase budgets gradually on winning ad sets, rather than doubling overnight

Judge the budget by profit in Shopify, not only by ROAS inside Ads Manager
Short answer: There is no single right number. A sensible Meta ads budget for a Pakistani brand is one that (1) you can keep running every day for at least two weeks, (2) gives each ad set enough purchases to learn, and (3) stays below your break-even cost per order. The steps below show how to find that number for your own store.

We manage Meta ads for Pakistani e-commerce brands across fashion, kids, beauty and lifestyle. The most common budget mistake we see is not overspending. It is spreading a small budget across too many ads, so none of them ever learn.

Step 1: Know your numbers

Before setting a budget, write down three numbers for your main product or average order:

Average order value (AOV): how much a typical order is worth.
Gross margin: what is left after product cost, packaging and courier charges.
Return rate: the share of COD orders that come back.

From these, you can work out your break-even cost per order: the maximum you can spend on ads to get one order without losing money.

Step 2: Calculate your break-even cost per order

Here is a simple example using made-up numbers. Replace them with your own.

ItemExample value
Average order valueRs 3,000
Product cost, packaging and courierRs 1,500
Profit before adsRs 1,500
Return rate15%
Profit after returns (roughly)Rs 1,500 minus the cost of returned parcels
Break-even cost per orderA little under Rs 1,500

In this example, if Meta can bring orders for well under Rs 1,500 each, the ads are profitable. If each order costs more than that, you are paying to lose money, however good the ROAS looks.

Most brands should aim for a target cost per order comfortably below break-even, so there is real profit left.

Step 3: Understand the learning phase

When you launch or significantly change an ad set, Meta enters a learning phase. It is still working out who is most likely to buy. According to Meta, an ad set generally needs around 50 optimisation events, such as purchases, within a week to exit learning and deliver stable results.

That gives a rough way to size a budget for a purchase campaign:

Daily budget ≈ target cost per order × 50 ÷ 7

If your target cost per order is Rs 800, that suggests around Rs 5,700 a day for one ad set to learn quickly. Many small brands cannot afford that at the start, which is fine. It simply means you should:

Run fewer ad sets, so each gets more budget.
Use broad targeting, so Meta has more room to find buyers.
Consider optimising for add to cart or initiate checkout at first, if purchases are too few, then move to purchase once volume grows.

Step 4: Separate testing from scaling

Testing budgetScaling budget
GoalFind which products, offers and creatives workGet more orders from what already works
StructureA few ad sets with several new creativesYour proven ads, often in one main campaign
Share of total budgetSmaller, steady shareMost of the budget once winners exist
How you judgeClick-through rate, cost per add to cart, early cost per orderCost per order and profit over days and weeks

Brands that mix testing and scaling in the same campaign often kill good ads too early or keep bad ones too long.

Step 5: How to scale without breaking results

Increase gradually. Raise the budget of a winning ad set in steady steps every few days instead of doubling it overnight.
Duplicate to test bigger jumps. If you want to try a much larger budget, duplicate the ad set rather than changing the original.
Keep feeding new creatives. Even winning ads get tired. Plan fresh videos and photos every few weeks.
Watch frequency. If the same people see your ad too many times, costs rise.

Seasonal budgets in Pakistan

Demand changes a lot during the year. Plan budget increases before key moments, not on the day:

Ramadan and Eid, especially for clothing, gifts and food.
Wedding season for fashion, jewellery and beauty.
Back to school for kids products.
Big sale days such as 11.11 and year-end sales.
Winter and summer collection launches.

Start warming up audiences one to two weeks earlier with content and smaller budgets, then increase spend when buying intent peaks.

Budget mistakes that waste money

Boosting posts instead of running purchase campaigns in Ads Manager.
Ten ad sets with tiny budgets, all stuck in learning.
Turning ads off after one day because of a few expensive orders.
Judging only by ROAS in Ads Manager without checking real orders, returns and profit in Shopify.
No pixel or Conversions API setup, so Meta cannot see who buys.

A simple monthly Meta ads budget plan

Calculate your break-even and target cost per order.
Decide a total monthly budget you can hold steady.
Put a smaller share into testing new creatives and offers.
Put the rest behind your proven ads.
Review profit weekly in Shopify and move budget toward what earns.

Frequently asked questions

Meta lets you start with a small daily budget, but a very small budget often means the ad set never gets enough purchases to learn. It is better to run one well-funded ad set than several tiny ones.

Give a new ad set several days, and ideally a full week, before making big decisions. Judge on cost per order and real orders in Shopify, not on the first day’s numbers.

It depends on your margins. A ROAS that looks good can still lose money if your margins are thin or returns are high. Work out your break-even cost per order and judge against that.

Use Ads Manager with a sales or purchase objective if you want orders. Boosting is mainly useful for engagement and reach.

Increase winning ad sets gradually, in steps every few days. Large sudden jumps can push the ad set back into learning and raise costs.
